Phoebe Build Guide Best Weapons Echoes and Teams Wuthering Waves

Phoebe is a 5-star Spectro Rectifier Resonator in Wuthering Waves and one of the representative characters built around Spectro Frazzle. What makes her especially flexible is that one character can support two distinct playstyles: in the Absolution state, she works as an on-field main DPS focused on Heavy Attack burst damage; in the Confession state, she plays more like a Spectro Frazzle sub DPS and buffer, quickly stacking Spectro Frazzle, lowering enemy Spectro RES, and handing the damage window to another character.
This guide separates Phoebe into two build paths. If you want her to deal damage herself, focus on Absolution, Heavy Attack windows, and Crit stats. If you want her to support Zani or another Spectro Frazzle main DPS, focus on Confession, Outro Skill value, and team buffs. Both styles are viable, but they ask for different Echo and team priorities.

How Phoebe Works
Phoebe's gameplay revolves around two states. When Prayer is full, holding Basic Attack enters Absolution; holding Resonance Skill enters Confession. These two states cannot exist at the same time, so before Phoebe takes the field, it is best to decide whether this rotation is meant for Phoebe's own damage or for setting up Spectro Frazzle for another main DPS.
Absolution Phoebe is built around Heavy Attacks. In Absolution, her enhanced Heavy Attack Starflash gains very strong damage value when the enemy is affected by Spectro Frazzle. That means main DPS Phoebe should not simply use her skills at random. The team should first place enough Spectro Frazzle on the enemy, then Phoebe enters, casts Ring of Mirrors, enters Absolution, and completes her enhanced Basic Attacks and Starflash windows.
Confession Phoebe is closer to a sub DPS and support. She can apply Spectro Frazzle more efficiently, and both her Resonance Liberation and enhanced Heavy Attack can help add stacks. Her Outro Skill can also reduce nearby enemies' Spectro RES and increase Spectro Frazzle related damage. When the team's main DPS is a character such as Zani who benefits from Spectro Frazzle, Confession Phoebe becomes extremely valuable.
Her Resonance Skill Ring of Mirrors is the key to her feel. It summons an area at the target location, briefly stalls enemies, and lets Phoebe use enhanced Basic Attacks inside the ring. In practice, Phoebe usually casts Resonance Skill first, enters either Absolution or Confession, uses Resonance Liberation to connect the sequence and reduce downtime, then performs three enhanced Basic Attacks into Starflash inside the ring.
Skill Level Priority
| Priority | Skill | Reason |
| Highest | Forte Circuit | Absolution, Confession, and Starflash all depend on the Forte Circuit, making it the core of Phoebe's damage and utility |
| High | Resonance Liberation | Provides high burst in Absolution and applies Spectro Frazzle quickly in Confession |
| Medium high | Resonance Skill | Summons Ring of Mirrors, adjusts positioning, and starts enhanced Basic Attacks, so it is important to the rotation |
| Medium | Basic Attack | Mainly used to connect the three enhanced Basic Attacks and Starflash; lower priority than the core skills |
| Low | Intro Skill | Useful for entry damage and Concerto flow, but can be leveled last when resources are limited |
If materials are limited, raise Forte Circuit first, then Resonance Liberation and Resonance Skill. The main DPS style cares more about Forte Circuit and Heavy Attack windows, while the sub DPS style values Resonance Liberation, Outro Skill, and Spectro Frazzle setup.
Best Weapons for Phoebe
Phoebe wants weapon stats such as Crit Rate, Crit DMG, ATK, Basic Attack DMG, Heavy Attack DMG, and Spectro or all-type DMG Bonus. Her main DPS damage centers on Heavy Attack Starflash, but her rotation also contains enhanced Basic Attacks and skill damage, so a weapon that only buffs one narrow category may not always feel best.

| Rank | Weapon | Recommendation reason |
| 1 | Luminous Hymn | Phoebe's signature weapon. It gives high Crit Rate, ATK, Basic Attack and Heavy Attack bonuses, and its condition directly ties to Spectro Frazzle. Both main DPS and sub DPS Phoebe can benefit, making it the most stable best-in-slot option |
| 2 | Lethean Elegy | A high-ceiling 5-star alternative from later versions. It has high base ATK and stable value through Echo Skill related effects; if you already own it, you do not need to force Phoebe's signature weapon immediately |
| 3 | Stringmaster | A strong generic 5-star Rectifier with Crit Rate and all-type DMG Bonus. Phoebe can trigger its Resonance Skill related ATK effect, so it performs very close to signature options |
| 4 | Whispers of Sirens | The Crit DMG stat and Basic Attack bonus fit Phoebe's Ring of Mirrors sequence, making it a strong generic alternative |
| 5 | Rime-Draped Sprouts | A comfortable Crit DMG option that also supports Basic Attack value. If your Crit Rate is already high, it helps balance the Crit ratio well |
| 6 | Cosmic Ripples | A standard 5-star option. Energy Regen and Basic Attack DMG help the rotation, but the lack of Crit stats puts more pressure on Echo rolls |
| 7 | Augment | A cost-effective 4-star option. Its Crit Rate stat lowers gearing pressure, and the ATK bonus after Resonance Liberation is easy for Phoebe to use |
| 8 | Ocean's Gift / Radiant Dawn / Waltz in Masquerade | Their Spectro Frazzle, Basic Attack, or ATK related conditions are easy to activate in Phoebe teams, making them good transitional weapons without a 5-star Rectifier |
| 9 | Fusion Accretion | Usable but mostly transitional. Its main value is Energy Regen and ATK, while its damage ceiling is lower than the options above |
The pull advice is simple: if you plan to use Phoebe long term, S0 plus signature weapon is the most direct upgrade. If you only plan to use her as a Spectro Frazzle sub DPS, the signature is still strong but not mandatory. If you already have Lethean Elegy, Stringmaster, Whispers of Sirens, Rime-Draped Sprouts, or a high-rank Augment, you can keep resources for teammates and Echo farming first.
Best Echo Sets for Phoebe
Main DPS Phoebe Eternal Radiance 5-piece
Main DPS Phoebe prefers Eternal Radiance. Its 2-piece effect gives Spectro DMG, and its 5-piece effect increases Crit Rate after the character applies Spectro Frazzle, then grants more Spectro DMG when attacking enemies with high Spectro Frazzle stacks. This matches Phoebe's Absolution damage pattern very closely, especially in teams with Phoebe plus Spectro Rover, Cantarella, Chisa, or other characters who can help maintain Spectro Frazzle.
| Slot | Recommendation |
| Set | Eternal Radiance 5-piece |
| Main Echo | Nightmare Mourning Aix, or a Capitaneus-type Echo that provides Spectro or Heavy Attack value |
| Cost | 4-3-3-1-1 |
| 4 Cost | Crit DMG or Crit Rate |
| 3 Cost | Spectro DMG / ATK% |
| 1 Cost | ATK% |
If you do not have good pieces yet, you can use Celestial Light 5-piece or Eternal Radiance 2-piece plus Celestial Light 2-piece as a transition. An older set with excellent Crit rolls does not have to be replaced immediately, but in the long term Eternal Radiance is the direction to farm.
Sub DPS Phoebe Moonlit Clouds 5-piece
When Phoebe supports Zani through the Confession style, her personal damage is not the first goal. In this case, Moonlit Clouds is usually better because it provides Energy Regen and raises the next character's ATK after Outro Skill. Phoebe's Confession Outro is already very important, so Moonlit Clouds fits the swap rhythm well.
| Slot | Recommendation |
| Set | Moonlit Clouds 5-piece |
| Main Echo | Impermanence Heron |
| Cost | 4-3-3-1-1 |
| 4 Cost | Crit Rate / Crit DMG, or adjust to team needs |
| 3 Cost | Energy Regen / Spectro DMG / ATK% |
| 1 Cost | ATK% |
Sub DPS Phoebe is not meant to stay on field for a full personal combo. Her job is to enter Confession quickly, stack Spectro Frazzle, use Outro Skill, and hand the field to the main DPS. If you run her with Zani, Moonlit Clouds is usually more practical than forcing a personal Spectro DPS set.
Echo Stat Priority
| Cost | Recommended main stat |
| 4 Cost | Crit Rate / Crit DMG |
| 3 Cost | Spectro DMG Bonus |
| 3 Cost | Spectro DMG Bonus or ATK% |
| 1 Cost | ATK% |
| 1 Cost | ATK% |
Recommended sub stats:
| Priority | Sub stat |
| High | Energy Regen until the rotation no longer feels stuck |
| High | Crit Rate / Crit DMG |
| Medium | ATK% |
| Medium | Heavy Attack DMG Bonus |
| Optional | Basic Attack DMG Bonus, flat ATK |
Main DPS Phoebe usually wants enough Energy Regen to feel comfortable, roughly around 115% to 125%, depending on whether the team helps with energy. For Crit balance, if you use Luminous Hymn, Stringmaster, or Augment, 4 Cost often prefers Crit DMG. If the weapon has no Crit Rate, 4 Cost Crit Rate is safer to avoid an uneven stat spread.
Phoebe Team Recommendations
1. Main DPS Phoebe Spectro Frazzle Team
| Position | Character | Role |
| Main DPS | Phoebe | On-field Absolution damage and Starflash Heavy Attacks |
| Sub DPS / Spectro Frazzle applier | Spectro Rover | Applies Spectro Frazzle and supports Spectro RES related value at low cost |
| Sustain / Buffer | Shorekeeper | Healing, Crit buffs, and safety so Phoebe can complete her damage window |
This is the most stable and easiest main DPS team to build. Spectro Rover helps maintain Spectro Frazzle, while Shorekeeper provides high-quality sustain and Crit value. Once Phoebe enters Absolution, as long as the enemy has Spectro Frazzle, she can turn Starflash into real damage.
2. Main DPS Phoebe High Investment Spectro Team
| Position | Character | Role |
| Main DPS | Phoebe | Absolution main damage |
| Sub DPS / Buffer | Cantarella / Chisa / Lynae | Adds Spectro Frazzle, damage buffs, or quick-swap damage |
| Sustain / Buffer | Shorekeeper | Stable sustain and Crit value |
If you have more 5-star characters, the sub DPS slot can be replaced with a higher-ceiling Spectro Frazzle or buffer unit. The point of this team is to make sure enemies already have Spectro Frazzle before Phoebe enters, and that Phoebe receives enough team buffs. In multi-wave fights, how quickly you reapply Spectro Frazzle to new enemies will directly affect the feel.
3. Confession Phoebe plus Zani Team
| Position | Character | Role |
| Main DPS | Zani | Uses or converts Spectro Frazzle value and provides the main burst |
| Sub DPS / Support | Phoebe | Stacks Spectro Frazzle in Confession and uses Outro Skill to increase Spectro Frazzle damage and reduce Spectro RES |
| Sustain / Buffer | Shorekeeper / Verina | Healing, ATK, or Crit buffs |
This is the most representative team for sub DPS Phoebe. Phoebe enters, switches to Confession, quickly stacks Spectro Frazzle, uses Outro Skill, and lets Zani take the field to finish the damage window. In this team, Phoebe should not greed for long on-field damage. The priority is to deliver Spectro Frazzle stacks and the Outro buff on time.
4. Low Cost Transitional Team
| Position | Character | Role |
| Main DPS | Phoebe | Absolution damage |
| Sub DPS / Buffer | Sanhua / Mortefi | Helps Concerto flow, adds off-field damage, or provides Basic/Heavy Attack related value |
| Sustain | Baizhi / Verina | Healing and basic buffs |
This is not Phoebe's highest-ceiling team, but it is cheap to build and suits players who just pulled Phoebe without a complete Spectro or Spectro Frazzle system. The drawback is that Spectro Frazzle maintenance may be less stable than in dedicated teams, so it is fine for bosses but requires more attention when facing multiple waves of enemies.
Basic Damage Rotation
Main DPS Absolution rotation can be understood like this:
1. Teammates apply Spectro Frazzle and set up required buffs.
2. Phoebe enters through Intro Skill and casts Resonance Skill to summon Ring of Mirrors.
3. Hold Basic Attack to enter Absolution.
4. Use Resonance Liberation to connect the sequence and reduce animation downtime.
5. Inside Ring of Mirrors, perform three enhanced Basic Attacks into Starflash.
6. Repeat "three enhanced Basic Attacks plus Starflash" until Divine Voice is spent.
7. Use Outro Skill or swap back to teammates to refresh Spectro Frazzle and buffs.
Confession sub DPS rotation is shorter:
8. Phoebe enters and summons Ring of Mirrors.
9. Hold Resonance Skill to enter Confession.
10. Use Resonance Liberation to add Spectro Frazzle stacks.
11. Perform two rounds of three enhanced Basic Attacks plus Starflash.
12. Use Outro Skill and switch the main DPS in.
In real combat, you do not need to memorize every input. Hold the principle: main DPS Phoebe needs Spectro Frazzle before Starflash; sub DPS Phoebe needs to stack Spectro Frazzle quickly and hand over Outro Skill.
Resonance Chain and Pull Advice
Phoebe is fully playable at S0 and already has complete main DPS and sub DPS functions. Resonance Chains improve multipliers, Spectro Frazzle value, or specific parts of the kit, but they are not required to start using her.
| Resonance Chain | Recommendation | Short review |
| S1 | Optional | Strengthens Resonance Liberation under Absolution and Confession, improving direct damage or Spectro Frazzle coverage |
| S2 | Strong | Further improves Outro Skill and Spectro Frazzle related amplification, especially valuable for sub DPS play |
| S3 | Strong | Raises Starflash related multipliers and noticeably improves main DPS Phoebe's damage |
| S4 | Optional | Reduces enemy Spectro RES, giving stable team value |
| S5 | Optional | Adds Spectro DMG and other improvements, mainly for medium to high investment |
| S6 | Premium | Enhances Ring of Mirrors and Starflash, only worth chasing for maximum ceiling |
For low spenders or monthly card players, the suggested order is: Phoebe copy > suitable weapon > key teammates > higher Resonance Chains. If you already have Stringmaster or another strong Rectifier, you do not need to rush her signature. If you want Phoebe to be a long-term core unit, Luminous Hymn is the most comfortable weapon.
Final Thoughts
Phoebe is a very worthwhile Spectro character, not only because she can deal damage, but because she opens two directions for Spectro Frazzle teams. As a main DPS, she uses Absolution and Starflash to deal stable Spectro damage; as a sub DPS, she uses Confession, Spectro Frazzle stacks, and Outro Skill to support teammates such as Zani.
Her weaknesses are also clear. Main DPS Phoebe depends on Spectro Frazzle already being on enemies, and multi-wave stages require reapplication. Sub DPS Phoebe depends more on having a main DPS who truly benefits from Spectro Frazzle. If your account has Spectro Rover, Shorekeeper, Zani, or other Spectro/Spectro Frazzle teammates, Phoebe is very easy to use. If your account is new, first practice her Absolution rotation in a low-cost team, then slowly farm Eternal Radiance and improve her weapon instead of forcing high Resonance Chains.
